欧盟委员会希望修改针对乌克兰难民的规则。
他们计划将特别保护计划延续至2028年3月。但如果23岁至60岁的乌克兰男性必须服兵役，他们将无法获得这项保护。
基辅和一些欧盟国家支持这一计划，因为乌克兰需要更多士兵来保卫国家。这项新规定仅适用于未来的难民；已经在欧盟获得保护的男性将保留其证件并可继续留居。
该计划要生效，必须获得绝大多数欧盟成员国的投票支持。与此同时，丹麦正在制定一项类似的规定，欧盟还计划推出一项帮助希望返乡的难民的计划。
