该指数评估了全球46个退休计划，考察了生活质量、出行自由度、税收和生活成本等指标。尽管乌拉圭位居榜首，但欧洲仍有六个国家跻身前十，包括西班牙、希腊和意大利。 欧洲国家虽然生活水平高、旅行安全，但税收往往较高。例如，西班牙虽然生活环境优越，但其税率在榜单中最高。葡萄牙依然备受青睐且生活成本适中，但现在需要居住满十年才能获得公民身份。

世界其他地区，如美洲和毛里求斯，则因税率较低且生活成本更低而颇具吸引力。
